Update order of CircuitPython library report Libraries section #238

The current order makes reading it off curing the CircuitPython Weekly meetings a bit awkward. Basically I would like to take the following:

### Libraries
* 10 pull requests merged
  * 6 authors - lesamouraipourpre, tannewt, FoamyGuy, AVanVlack, deshipu, makermelissa
  * 9 reviewers - TheKitty, caternuson, tannewt, kattni, ladyada, makermelissa, FoamyGuy, TrevKnows, jepler
  * Merged pull requests:
