bump some version numbers and modernize pygithub #363

in this version, pygithub takes care of rate limiting & retrying internally, so the related code can be removed.

However, as I bumped several version numbers, this could use more testing than the previous PR.

closing this up because it didn't work right off the bat and I'm not interested in sinking more time into it right now
