Monitor esp32 release and trigger library

• update trigger_libraries workflow use new github cli for repository_dispatch, move the script from .py file to .yml for easy maintenance
• run an 'Watch EPS32' workflow every day at 3:14 am to check if there is a new release to trigger the above 'trigger libraries' which in term will trigger all the libraries. This is done by using release version as cache key of a dump txt file. Tested on my fork https://github.com/hathach/arduino-esp32, https://github.com/hathach/arduino-board-index/actions
• Libraries is rebuild will also display the reason (by our own release or esp32)

Note: the library list may not be complete, and need to be updated manually at trigger_libraries.yml . Due to large amount of commits (typically for ci work), we should squash the pr

Note2: ci failed due to the trigger script need to be merged to default branch to run
