I am not a fan of this PR. The better way would be to scrap the CMSIS folder structure and dump the new structure that came in with V5.0 in SeeSaw. I am going to try this now.
I ran a quick test and it builds. I have not tried with a board. If someone could test some boards before pushing it would be good.

If someone could help me fix my Git History as well for SeeSaw that would be very helpful. I have been on a bit of an adventure.

Updates CMSIS from version 4.0 to 5.6.0.
