Add a setting for the refresh interval (patch included)

The tray tracker uses a fixed setting of 15 seconds.
This is a bit too low for us. I've created a patch that allows a setting of
it in a new "General Options" tab for settings.
It would be welcomed if you could include it. I tried to stay as much as
possible in the code's style, however I'm not sure on how I should have
handled the setting serialization in SettingsForm.cs.

Any comment welcome.
