What steps will reproduce the problem?

1. Try to download Hudson Tray Tracker 0.10
http://hudson-tray-tracker.googlecode.com/files/HudsonTrayTrackerInstaller_v0.10
.exe

What is the expected output? What do you see instead?

I expect to download the file. Instead, the download window opens and the
progress bar never moves.

I just downloaded it with your provided link and it downloads just fine.

Strange, this seems to be an issue with our firewall.  Nothing you can do, I 
suppose.
