Only notify on project change #77

What steps will reproduce the problem?
1. Run tracker with sound notification on
2. Listen to the sound notifications continuously play
3. Smash PC to bits because it's so annoying

What is the expected output? What do you see instead?

Before updating to 0.12.1.0 it would only play sound notification once every 
time a project status changed, now it continually plays sounds (even if they 
are the correct sounds).

What version of the product are you using? On what operating system?
0.12.1.0 => Win7 SP1 x64

Please provide any additional information below.
