Stop trying to authenticate after x number of failures #89

What steps will reproduce the problem?
1.  Change username and password to something that won't authenticate against 
Jenkins
2.  Watch Jenkins logs grow 

What is the expected output? What do you see instead?
I've had multiple users fill up the jenkins logs with authentication errors 
which makes debugging real jenkins problems difficult.

What version of the product are you using? On what operating system?
0.12.1 windows xp/windows 7
