Increase caching for static doc resources #37

How aggressive do we want to go with this? We currently have by default Cache-Control:public,max-age=3600

For 1.0, I'd say a week or more. Assumption is that we have a solid URL for package/version that will never change once generated.

Before 1.0, current value sounds good.
