Refactors to address errors during deploy #2

This fixes #1 and marks this as supporting both trusty and xenial.

I don't think this strictly depends on battlemidget/juju-layer-node#8 and battlemidget/juju-layer-nginx#5 but I tested on both trusty and xenial with those PRs along with this one, and those cover edge cases that came up during my testing.
