[MRG] Patch selection #13

PR Description

Adding patch selection functions, which are aimed to be variations on permutation importances for correlated, spatially adjacent features
A fully deterministic function called patch_selection and a partially randomized version called randomized_patch_selection have been implemented
Not implemented is a fully randomized version where the patch widths and patch heights also randomized
