basically yeah i had some ideas while i was doing things
all is subject to change but there are good bases here i think.
Gen 1
Legendary Birds
Articuno can spawn in Snowy biomes during Snow.
Zapdos can spawn in Mountainous biomes during Thunderstorms.
Moltres can spawn in Desert(?) biomes at Day during Clear Weather.
Mew can spawn in Jungles when the layer has X pokemon in their party with high (max?) Friendship.
Mewtwo is spawned by creating a "Cloning Machine" Custom Multiblock and activating it while Mew is inside a part of it.
Gen 2
Legendary Beasts
Created when respectively typed pokemon holding a "Rebirth Orb" faint.
(this might be very unreasonable but i like this idea for referencing lore reasons)
Tower Duo
Lugia can be encountered somewhere (custom structure?) in Oceans when all three Legendary Birds are in your party.
Ho-oh can be encountered somewhere (custom structure?) in the world (undetermined) when all three Legendary Beasts are in your party.
Gen 3
Regis
The Regis can be found in custom structures in different biomes throughout the world, and can only be summoned when specific conditions are met.
Conditions have hints in Braille within the structure, or maybe at Regigigas' structure.
Regirock can be found in Deserts, and only when a Rock-type pokemon with atleast 300 Def that knows Sandstorm is in your party.
Hint: "A Rock-type Pokemon of great Defense, with the knowledge to bring a storm of Sand."
Regice can be found in Cold biomes, and only when a Vanilluxe with the ability Snow Warning is in your party.
Hint: "A Delicious Ice-type Pokemon that warns of Snow."
Registeel can be found in Swamp biomes, and only when a pokemon weighing 1000+kg (that knows Heavy Slam?) is in your party.
Hint: "A Pokemon of great mass."
Regidrago can be found in Mountainous biomes, and only when a Pseudo-legendary pokemon knowing Draco Meteor is in your party.
Hint: "A Pokemon just beneath Legendary, with the knowledge to call draconic Meteors from the sky."
Regieleki can be found in Dry biomes, and only when a Manectric holding a Cell Battery is in your party
(Regieleki's biome could probably be changed, it was just the best idea i had at the time)
Hint: "An Electric-type Pokemon from a third era, whose body resembles a bolt of Lightning, given a device to retain energy."
Lati Twins
They can appear rarely when the player has a pokemon in their party with atleast 300 Def/Sp.Def (Latias) or Atk/Sp.Atk (Latios).
If the player has one of the twins in their party, the other is more likely to spawn.
Gen 4
Creation Trio
Can be summoned by creating a Custom Multiblock, using a Red Chain and the respective Orb at it.
Red Chain is made with the help of the Lake Trio members, somehow.
Giratina could also require the presence of both Dialga and Palkia, much like how it first appears in Platinum.
Regigigas can be summoned in custom structure found somewhere, when all 5 Regis are in your party.
Manaphy can appear in Oceans when X specific aquatic pokemon are in your party.
(we could just rip off Legends Arceus and use the same pokemon it uses for this, or we can come up with our own set, i would say the latter)
Arceus can be encountered in a custom dimension + structure based on Legends Arceus' Hall of Origin, accessed from somewhere using an "Azure Flute" while possessing all of the Plates, which are obtained (somehow) from various other Legendary and Mythical Pokemon.
Plate Bearers
Normal - Regigigas (if Cobblemon even has it, Legends Arceus had it since it has no held items, plates just change Arceus' form directly)
Fighting - Keldeo
Fire - Volcanion
Water - Manaphy
Grass - Calyrex

Kyurem can be summoned in a custom structure while Reshiram and/or Zekrom is in your party.
it could appear in its Fused form with the dragon you don't have, or in its base form if you have both.
(Note: the "and/or" is because i can't decide if it should require both, or just one, either way it would still have the ability to spawn in its base form)
Keldeo can appear somewhere when you have the other 3 Swords of Justice in your party.
Forces of Nature
Tornadus can appear rarely during Rain.
Thundurus can appear rarely during Thunderstorms.
Landorus can appear when Tornadus and Thundurus are in your party.
Enamorus can appear rarely when you have atleast 3 Eggs in your party.
(Torn and Thun could probably do with extra conditions but i couldn't think of anything)
Having members of the Forces of Nature in your party increases the odds for those you do not have to spawn.
Gen 6
Zygarde can be summoned by having both Xerneas and Yveltal present in a custom structure
Diancie can be obtained by using a "Majestic Stone" on a Carbink.
This could be implemented as a Custom Evolution for Carbink.
Gen 7
Ultra Beasts can be found in custom dimension + structures with the help of any of the Light Trio of Alola, who can "open an Ultra Wormhole" to take you to UB dimensions.
Which UB dimension you are taken to depends on the biome you opened the wormhole in.
Light Trio
Cosmog can be summoned at a custom structure (resembling a mix between Alola's Altars of the Sunne and Moone?) using a "Celestial Flute".
Necrozma can can be encountered by "opening an Ultra Wormhole" at the same custom structure Cosmog is summoned at.
Gen 8
The Heroes of Galar can be summoned a custom structure found in Roofed Forests using the Rusted Sword and Rusted Shield respectively.
It could also require both items and engage a Double Battle with both heroes, if possible.
Kubfu can be obtained as a gift from a defeating a special trainer in a custom structure.
Evolutionary Scrolls for Urshifu can be obtained by winning a difficult rematch with said trainer, which can be done when a Kubfu in your party has high Friendship.
Calyrex can be summoned at a special structure found in Cold and Mountainous biomes, when a level 100 (Legendary?) pokemon is in your party.
Glastrier and Spectrier can be summoned by throwing down a "Iceroot/Shaderoot Carrot" in a Cold biome.
Obtaining these carrots requires planting their seeds, and having Calyrex induce their growth, which then allows you to harvest them.
Gen 9
a Paradoxical concept
Paradox Pokemon can be summoned by building and activating a Custom "Transtemporal Displacer" Multiblock, which can summon standard Paradox pokemon as long as it is active and provided with Poke Balls (of any sort).
The chance of Paradox pokemon being successfully summoned depends on the effectiveness of the ball(s) given to the machine.
Which group of Paradox Pokemon the machine will summon is determined by a "Scarlet/Violet Protocol" object. (block or item idk yet, and maybe it can be swapped out?)
Creating the Transtemporal Displacer could require the help of several Legendary Pokemon, such as Dialga and Palkia, Celebi, Hoopa, or Terapagos.
The Neo Swords and Ancient Beasts could be rare spawns from the Transtemporal Displacer, or they could be summoned similarly to Koraidon and Miraidon.
Koraidon and Miraidon can be summoned by sacrificing a Cyclizar to the Transtemporal Displacer, and waiting 2 (game) days, interacting with the machine afterwards will allow you to call out the legendary.
This process always works, unlike with other Paradox pokemon.
Which is summoned is also dependent on the machine's Protocol.
Treasures of Ruin
Summoned in custom structures found in different biomes.
Wo-Chien can be found in Swamps.
Chien-Pao can be found in Cold biomes.
Ting-Lu can be found in Deserts/Mesas.
Chi-Yu can be found in Plains.
Terapagos can be found in a special dimension + structure dungeon, accessed from a custom structure near Bedrock level.
It could be similar to Terapagos' dungeon from SV, with some powerful fixed pokemon spawning, Terastallized in the wild if possible, or in "Trainer" battles.
It could also feature several puzzles, to make it a proper dungeon.
Ogerpon can be summoned in a special structure in Mountainous biomes, by bringing its other Masks to the structure and interacting with it somehow.
Ogerpon could also refuse to appear if Pecharunt or any of the Loyal Three are in your party.
Alternatively, it could require them, or not care.
Loyal Three
The Loyal Three appear in biomes similar to the environments they are found in within SV's Kitakami region.
Each of them carries one of Ogerpon's Masks.
Okidogi can appear in Dry biomes (or a Wasteland if we have that).
Munkidori can appear in Plains biomes (or a lakeside sort of place, maybe even look for a physical lakeside to spawn at).
Fezandipiti can appear in Mountainous biomes.
Pecharunt can appear somewhere when all of the Loyal Three are in your party.
