Quest not unlocking

The "Basic Smelting Factory" quest from the "Advanced Science" tab does not unlock in any way. I did not check the Advanced and Elite quest following this quest up.. due to not being able to unlock this one. Used methods:

• AE2 Terminal
• Crafting Table
• TC Crafting Table
• Marble Crafting Table
• Changing NBT tags inside the block
• Renaming item
