War Chest Ideas

Positive Cards:

• Alliance: Draw one extra nation. You inherit their special abilities.
• The Mother Russia Soviet USSR Union: Exchange your nation card for another.
• Super Soldier: One Officer can become its "super" equivalent without its additional pair.
• Traitor: One Officer (Not General) from another player becomes your officer.
• Revive: Revive one used officer ability.
• Big Guns: All Dice +1 for remainder of game/round/turn.
• Politician: Forces an "alliance" with one other player for two rounds.

Negative Cards:

• Malnutrition: All Dice -1 for remainder of game/round/turn.
• POW: One officer cannot use their ability or OP for 1 round.
• Misfire: two soldier must be immediately sacrificed. If no soldiers, one officer.
• Oil Baron: One less draft for the rest of the game/round.

Could some "too many card" penalties:

• player with the most cards has to discard one.
• highest OP loses 1 card.

Some actions could do more damage based on how many cards you're holding

Two type of cards maybe? Two colors?

Color 1- Play immediately upon drawing. Color 2- Play when you choose.

Other cards- Mongol retreat- Play after a retreat, allows 1 (3 dice) counter attack) Napoleon Retreat (I know this is already part of France's ability)- One free retreat. Bear to Arms- Allows one extra dice in defense.
