whitelist: generate blacklisted certificates from other sources

Extending from https://github.com/adamdecaf/cert-manage/issues/166 we should be collecting blacklisted certificates from other sources. I can think of the following sources off hand:

• certdata.txt / Firefox
• Apple: https://support.apple.com/en-us/HT204132

Maybe we should offer the ability to quickly blacklist known bad acting CA certs, e.g.
