As a developer I wish to be able to develop on a windows platform and use GroundUpDB So that I can use GroundUpDB for development on any platform, and any project

Compile on windows using cmake and msvc++
Windows build instructions verification
All tests passing on Windows

@battleguard Please check that this new CMake support for Windows. It's merged in to Stem. Tested with the latest MSVC community via visual studio code and cmake on windows 10 with the latest win 10 sdk.
