Let curvature-output-postgis record a changed bbox

By recording the bounding-box of the changed areas, tiles covering that area can be rebuilt without rebuilding the full world.

[x] record left, right and top, bottom
[x] if left - right > 180 swap left and right to use the smaller box that doesn't wrap around the world.
[x] Extract bbox from road.
