Currently we have symbols for TCXO (4 pins with one NC) and
TCXO_EN (which has 6 pins).
It seems like a the most common oscillator footprint is a 4-pin
package where pin 1 is either EN/enable or VC/voltage control,
and this is common amongst SPXO/TCXO/VCXO components.
So it seems worthwhile having a generic oscillator part.
(Also added some footprints for Seiko Epson SPXOs.)
