added ads1178 ADC - Githubissues

This is merged at last :tada: Thank you for the PR and sorry it took so long to get to!

I made a few small changes to some footprints, see the diffs:

TSR2: I'm pretty sure this was upside down (the usual bottom view problem). I changed the package outline compared to the pins. I wish Traco showed a top view. I also moved the silk to inside the part.
DIP-16-DCDC: Fixed up the fab lines which weren't quite at the right positions, moved silk inside
TEL10: Datasheet URL changed
Si5330: LOS pin set to od for open-drain instead of out

I also updated the build-mod-ic entries to be YAML files in the new format.
