2D environments cannot be created #34

It is not possible to create a 2D region or actor from a 3D spec. This will be addressed simultaneously with the implementation of #15

"Alpha" implementation in place. Functionality should exist but untested. 2D "normal" regions (i.e., those that aren't surfaces) cannot be neighbors to 3D regions
