Re-sign command should take the parameters:
franchise_identifier
tier
team_name
This should behave exactly as the "sign" command, but should be logged in the following format: <player mention> has been re-signed to the <team_name> (<GM no mention> - <tier>)
<player mention> has been re-signed to the <team_name> (<GM no mention> - <tier>)
