Increase overall levels of pokemon.

Trainers should be 2-3 levels above route max level
Olivine lighthouse should be level 21-24
Ocean Routes towards Cianwood should be 23-27
Chuck needs a level 31 ace at least
Rt 42 lv 21-24
Lake of Rage lv 25-27
Rocket hideout should be an avg of 27+ with better teams and type coverage
Rocket execs should be at least lv 31
Pryce jr trainers should cap at 30
Pryce needs at least lv 35 ace
Jasmine at least lv 36 ace

These levels might be behind the current buffed curve.

Kanto pokemon should be higher levels, so too are trainers and leaders.

Red's team should all be level 100 and the game should be COMPLETE by the time you fight him.
