Increase trainer difficulty

Trainers:

• Trainers in Johto have Pokémon levelled similarly to their area, and should be increased to slightly above.

Gym Leaders:

• Falkner and gym members use Pidgey/otto, when he could have variance such as Hoothoot, Murkrow, Skarmory to showcase Johto Pokémon.
  • Bugsy should showcase Johto bugs Yanma, Heracross, Ledian, Scizor.
• With addition of Fairy, either Whitney should be updated to fairy type or use more normal pokemon.
• Jasmine should have 4 pokemon.
• Gym levels should be increased.
• Add flag for "nonlinear" gym group to increase party level based on number of badges.
• Falkner thru Whitney use 3 pokemon, all others in Johto use 4, Kanto use 5

Elite 4:

• Ensure parties make use of typing better, while ensuring no gym leader overlap.
