Incorrect base path processing #3

Hi,

Not sure whether it's Windows specifics or something has changed lately, but on my machine Mendeley stores file paths with 3 slashes at the beginning, instead of 2 (as in the script), e.g., file:///F:/Papers/...

Hi, hopefully the change I made fixed this (3c56411d8ffaf0080642). Let me know how it goes. I don't have a Windows machine so haven't tested it myself on Windows.
