Wasser-DE metadata #63

Beginning to implement more fields into the metadata scheme used. Starting with Wasser-DE by parsing the license information supplied and using tags for the field "RICHTLINIE"

@jakobdeller I took the liberty of rebasing this branch so that it is up-to with replay-with-fallback and thereby main. This means you need to hard-reset your local checkout, e.g.

> git fetch --prune
> git checkout wasser-de-metadata
> git reset --hard origin/wasser-de-metadata

@jakobdeller After rebasing, I also added a bit documentation and collected the URL field. Please fetch and reset before continuing.
