Change the default number of bootstraps and/or iterations in Steiner Forest #19

Now that #9 has improved the algorithm speed by 1-2 orders of magnitude, perhaps the defaults for the Steiner forest procedure should be increased?

Current default is 5 - suggestion to move to 100
