As the <alt - tab> key is generally consumed by the console, one cannot use command-line auto complete.

Review options, and/or:

Remap <ctrl - tab> for directory expansion within panels.
Emulate mc tty <esc - xxx> processing, where
- <esc - 1...0> = map function keys
- <esc - tab> = could be mapped to <alt - tab>.
