Generate a static documentation site #35

Let's generate a static site from the files in this repo.

Until https://github.com/WordPress/wordpress-playground/issues/1182 is solved, we'll need to use a server-side WordPress in GitHub CI.

Once that issue is solved, the static site could be rendered by Playground in the browser.
