add python package like tcl/tk #7

as we known, it already has a tcl/tk package for mingw/msys,do you guys
make the same package for python.

You can get python from www.python.org or the active python version, which will
integrate better than installed inside msys.

We currently have not considered to add Python support until MSYS-2

Our team members and many users are all looking forward to the 2nd version of 
MSYS-CN
project, which will include a major recompilation of many GNU packages using the
msys-1.0.dll porting library.

On the new version the most important issue to fix is to add support of unicode 
to
rxvt, then lots of other valid binaries.
