Zulu UCs are imbalanced #119

Current issues: InDuna +5XP on unit stack rewards ranged units heavilly, which hurts the melee focus of the zulu army.
Iziko Gives culture only in the city in which the unit was trained. Current culture bonus (5c on level) too generous for free levels on units which are just built (can get 1-3 levels for free, so 3x instant bonus on unit creation)

possible solutions: InDuna +2XP to ranged units and +5XP to melee units Give induna bonus only to melee units Iziko Culture bonus scales with unit level (1 culture for level 1 -> 2, 2 culture for level 2-> 3, etc.) Culture bonus only for units who gain levels in combat

Edit: New lua for both merged into master branch. please check work

tested new luas. Stacking InDuna gives all units 2XP, even if they are melee, so lua is only partially working
