Iziko (Zulus unique building) gives too much culture #129

I'm not 100% sure but from wording on Iziko it should either give + 1 culture to great works in THAT city or Iziko on it's own should have more culture for each great work present in city.

Right now each Iziko gives + 1 culture on each great work on empire, meaning that with 7 Izikos you get 10 culture from each great work.

Should was meant to only be in the local city. G's notation for how this table works doesn't suggest it is a global effect, so chalk this up to poor communication.

I have not been able to find any sort of lua for counting the number of great works in a city, so I think it would be best if this effect was simply dropped.
