Waag is not buildable without Market #161

I just noticed it's meant to be erectable even if one does not own a marketplace in a city (which explains why it buffs Market rather than having +3 base Gold), so I'm reporting here.

added Waag market requirement to building text. fixed the forum OP, so it lists market as a requirement
