Pogost Stage 2 and 3 are capturable #178

Since these two buildings don't have default buildings, they should be set to Nevercapture.

An alternative: Make the Pogost 1/2/3 replace each other, rather than adding each one separately. In other words, give Pogost 2 all the bonuses of pogost 1, and have the lua remove Pogost 1 when it adds Pogost 2. That way this 1 doesn't appear as 3 separate entities in the city overview.
