Uses hatchling's WheelBuilder to build a wheel in the App directory
The relative path (i.e. within the app dir) is added under [tool.flwr.app] in the pyproject.toml of the constructed FAB
The .whl is removed from the App directory upon successful completion of the FAB build process.
