Tool_Bar: Link to Make a phrase

What steps will reproduce the problem?
1. In Help/User_Interface/Tool_Bar, the link from Make a phrase (which is
to Make_a_phrase.htm is not logic, as this page explains how to make a
phrase not with the toolbar tool, but by using the Alt+Arrow keys.
What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
AI 4.1.1./Linux

I would have expected this link to go to:
- Make_a_phrase_using_the_make_phrase_icon.htm (which is actually found on
the page: Make_a_phrase.htm)

Please provide any additional information below.
