This has happened a few times. So far all reported failures have been for a
computer running Windows Vista, located in India. The problem appears to be a
bad localization by the Microsoft localization team that did the localizing for
the English(India) version of Vista. The solution appears to be simply a matter
of changing the system settings to use English(US) or English(Australia) or
some other non-India English localization. In one case, a user obtained a
resolution of the problem as follows: "It worked!! ... The date system was set
to English India." He didn't say any more than that about what explicitly he
changed, but presumably he at least stopped using the English(India) date
setting.

This appears to be an issue with the English (India) version of Vista. The workaround is to choose another locale.
