Body text CKEditor not always editable #261

What happened?

Sometimes, most often when I've created a new component or block, the body textbox isn't enabled, i.e. I can't add any text in there.

If I exit and reopen the component editor page then it sometimes fixes the problem, or if I add other features on that page, like answers at MCQs, and then save and reopen the component editor page, then it fixes the problem. Broken input looks like below:

I haven't seen this one since we've updated to CKEv5, so can perhaps be closed
