Course import failing due to unexpected file structure #635

What happened?

Exported a simple course with text and blank components then attempted to reimport it straight away. You get through to the import summary screen saying that the course can be imported but then fails when you click import.

Expected behaviour

Imports correctly

Lastest v1 testing

Framework version

No response

What browsers are you seeing the problem on?
