Describe task format #49

Task specification should be a declarative part of the builder script to make sure that the specification and builder are in sync. It should include doctest examples (serving as a clear documentation of usage).

Task parsing was moved completely to the JS client and the task format was described (https://github.com/adaptive-learning/flocs-visual-components/blob/master/docs/tasks.md)
