setCompletedWhenFailed #242

setCompletedWhenFailed isn't currently configurable via config.json as with other SCORM wrapper settings. It should be setup so the following condition can be bypassed if required: https://github.com/adaptlearning/adapt-contrib-spoor/blob/master/js/scorm/wrapper.js#L165-L167
