SVG images should display a thumbnail #2126

Currently, nothing is displayed. Suggest we just display the actual image itself.

Related to https://github.com/adaptlearning/adapt_authoring/issues/850 and https://github.com/adaptlearning/adapt_authoring/issues/2065.

I think showing the actual image if no thumbnail is available should be the default for every image type. I know this might have negative effects on loading time, but it will make working with images easier if you can't use ffmpeg to generate thumbnails.
