Code the wireframe for USER 3 section #148

The wireframe for USER3 section is stored at "\front-end\public\wire-frame\User_Profile\3.png". Be sure to make the design responsive for mobile as well.

@rajatmw1999 and @PrathamDogra. I would like to work on this issue. Please assign it to me. You both have seen my work on the quizmcq frontend section(I am not bragging about myself, but since React happens to be one of my favourite skills, I am confident enough to code it)

@rajatmw1999 and @PrathamDogra. I tried to reach you both on slack but couldn't. Could you please let me know, where should I put the code for this wireframe? I mean what should be the name of the file(or inwhich folder it should be) and what should be the name of the route?
