German language + Readme #15

-Added german translation -Combined all informations in this project into a single README.md-file (take a look here: https://github.com/farosch/nsf2x)

Thanks for th proposals for modifications. I'm ok with all of them except 2416732. These files are what automagically builds the website https://adb014.github.io/nsf2x/

Also you've started the german translation of the installer, but if you want the text strings in the program itself to be in german you'll have to create a directory locale/de/LC_MESSAGES/ and translate the locale/nsf2x.pot file to german in the same way that the french translation is done. Look at the README.dev file for information.

I'll pull everything but 2416732 into my repo, and if you give ma a locale/de/LC_MESSGAES/nsf2x.po file I'll rebuild a version with support for german.

On reflection it might not be a great idea to eliminate README.txt, though including the text in README.md seems a good idea. The problem is README.txt is displayed by the installer and made a shortcut by the installer so the documentation is always available. Need to think about this, as I'd rather not have to update README.txt and README.md for every change

Ok I added a script md2txt.py that is a very basic conversion of markdown to text for the binary distributions
