Add a VRTNWS Live TV channel #303

The main idea is to have a new "virtual" VRTNWS Live TV channel that would play the latest news in a loop (this could be the latest Journaal or any news flashes that have been broadcasted).

Just like the VRTNWS radio channel stream, this would always start from the beginning if you start it (not like the VRTNWS radio channel on FM or DAB+ which is actually broadcasted and you could tune-in mid-program).

This could be useful for trading rooms, demo shows, or anything where people could queue for a short while and need some "entertainment". It would also be useful for moments where live events unfold and you want to stay on top of things from VRTNWS.

In fact, there is already a VRTNWS live stream at vualto_nieuws, however it doesn't seem to be broadcasting currently. I am going to close this for now, we can pick it up later.
