That stacking machine is supposed to be controllable via console. The console in question deletes itself at effectively game start because of a code that catches when it gets placed erroneously. I put a comment in the push I last did at the time I type this to denote where I think it is happening. For the time being, the stacker will discharge stacks of 5 instead of 50 until this gets resolved.
I'd do it myself, but this machine appeared in a commit I did not do and I feel it would be more polite to allow whomever added this and thus understands it better to mess around with it instead.
