Support for metrics 3.x #11

Hi,

It would be great to upgrade metrics-reporter-config to align with upstream release of metrics 3.0 (now mandatory version starting from Dropwizard 0.7.x).

I'm going to start working on this tonight. I won't finish it tonight but I'll commit my changes into a branch. We had a very generous volunteer work on a port for metrics 3, https://github.com/addthis/metrics-reporter-config/pull/6, but we couldn't merge the changes because it was a migration to metrics 3 without support for metrics 2. We'll want to continue support for metrics 2. I'm going to take that pull request and try to refactor it so both versions can interoperate.
