It does. PageSpeed Insights API is what we use for actually generating the initial report we filter down and it supports this.

In my test it seems as a bug. Images size from tmi differs from images size in Chrome DevTools when i test my responsive html page http://test.ivserv1.tmweb.ru/iv3/index.html
