For on-grid use cases, the small power savings realized via active conservation is not worth the increase in system latency associated with dynamic frequency scaling. This isn't worth it.
note that in particular high bandwidth / low glitch streaming of USB bulk packets is severely impacted with a low system clock rate
done - pegged it to 'performance' in /etc/default/cpupower.
