write guidelines for repo structure #15

Formalize them. Without a formal specification, they're useless.

Also, actually writing it down is kind of necessary to see what flaws may exist, and what may need to be amended.

Wrote everything except the "Compliance Functions" section. And gave myself some work by deciding that we need a "How to Run a Deployment" section. Should be fun.
