[Feature] Adds Punito mobile base with ability to teleop in pydrake #20

Uses pydrake and allows both gamepad (supports all popular game controllers) to control a mecanum wheelbase of a robot I worked on at TRI. Will also serve as an example and a playground for developing planning and control algorithms.

Essentially closes #2
